Below is a list of restaurants I’ve dined at that I considered to have a good number of gluten-free dishes as well as awareness in their kitchens about how to prepare safe foods for GF diners.
Public Coast has a significant number of GF dishes including a GF fryer where you can order fish and chips! Located in Cannon Beach, they also have a fantastic patio, great for outdoor dining on dry days.

Everything is GF other than a select few menu items at this higher-end sushi restaurant. Tamari is given to all guests rather than soy sauce, the fryer is GF (tempura!), and all but one sushi rolls are GF.
